Policy, Regulations, Knowledge Base Search - Chatbot Approach

I am hoping to get some thoughts from the group on a platform/approach for building a bot which allows users to have a dialog with a chatbot to help navigate though either policy, regulations, or a knowledge base of common scenarios/answers in order to come up with guidance on a particular problem.

This may not be just one chatbot, but the use case is similar for each. There would be a repository of rules, regulations, operating procedures, FAQs that the bots would access based on a single question or a dialog to guide the user to one or more possible solutions. The current process involves raw text searching through regs, policies, Q&As. Just looking for ways to make this process more efficient.

I am wondering if there are certain technologies/platforms which may be better suited for this use case?
